Flow Data Field Descriptions

Volume = Car Count
Occupancy = The amount of time a car occupies the space over a detector

If you see an occupancy value of 99, the loops are bad at that station.
If you see a speed of zero with good volume and occupancy values, no speed data is collected at that detector.
